In 1951, the Labour government introduced a charge for some dental treatment and for prescriptions for medicine. Aneurin Bevan resigned from the government in protest at this. Bevan wanted a free health service and nothing else.

In a word yes. Comprehensiveness within available resources; universal access based on need and services free at the point of delivery – are very simple, clear and understandable principles. However, 60 years on our capabilities have expanded much faster than our resources and regrettably human nature has evolved so as to abuse anything that is free at the point of delivery.
