May I suggest that you have a look at the post by Andy at VDM Golf Club.
You can see his ad in "Buy-Sell-Exchange"

Bruce, do you insure the car or the person in Portugal. The reason I ask is because here in Holland you insure the car and anybody whom is qualified can use it. In the UK it is the person that is insured. If it is the same as in Holland then I think car sharing could be an option...

On the insurance here you have to name the main driver, other people can drive the car on the same insurance....
If you're looking for a car, try the car lot before the Aqualand (Big One) on the left. They are all ex car rentals the prices are quite keen compared to most.

Bruce, thats the place I recommended under one of your many other topics on the subject, next to Ti Teresa Restaurant. The main man is called Joao, he speaks good english, and is a good guy to deal with. His cars are nicely prepared, come with a good warranty. When we needed warranty work he even loaned us a car, which is not normal in Portugal. Go and speak to him.

Also, it is the car that is insured, not the driver, as in most other european countries. I think though, that if it is anyone other than your spouse driving, they are supposed to carry your written permission.
