Hi

I would suggest, in no particular order, Carvalho (Tunnel beach), Benagil and Albandeira all have great snorkelling. When the water is calm you should see all sorts. Enjoy!

I'd love to go snorkelling but I can't swim, would that be a problem? :)

Not a problem if you are sure to jump off the side of a boat far far out at sea.
When you do that in very deep water, the snorkel will keep you afloat indefinitely. Really it will. Honest. Try it. Please.

You forgot to add the lead belt for buoyancy - just to make sure
