We've used Club Direct for many years now. (
http://www.clubdirect.com).
I don't know if they're the very cheapest, but they're certainly very competitive.
Our main criteria is how well any Insurance company handles claims and this is never easy or pleasant to test. I can vouch for this company who have settled claims in the past with minimal fuss and fast reaction.

For just over £70 Barclaycard will insure multi trip europe for 2 people. When I was looking around I found this quite competitive. I have also had to make a claim with them last year due to an air traffic control strike and I was impressed with the fast no fuss attitude to payouts...

I shopped around and found these to be good value for annual cover for unlimited european trips for a couple at gbp 49.00.
