`t komt er op neer dat er op 22 en 23 maart een blik controleurs is opengetrokken en dat er bekeuringen in de Algarve zijn uitgedeeld wegens het ontbreken van de vergunning , het niet voldoen aan de norm , en het ontbreken van zaken zoals b.v. een klachtenboek.
Allemaal zaken waar je je niet druk over hoeft te maken als je een licencie aanvraagt . . . .

The article says that over 22/23rd March 9 "Brigades" of the ASAE (regulatory and inspecting authority for hygiene and safety etc) swooped on and inspected 44 properties suspected of operating tourist letting without the appropriate licences. Not surpriisngly considering the difficulty/impossibilty of obtaining a licence 39 were reported for prosecution with 32 having no licence, 4 with on tourust licence (?) ad others without price list showing and classification plaques!

"The accomodations for a second home or permanent residency for the owners and rented out to third persons, totally or partially, for stays with a touristic character, without the necessary licences."

Correct Gerrit! The official term being Camas Paralelas (parallel beds!) which conjours up all sort of images!

Yes well, with camas paralelas making up 80% of Carvoeiro's tourist accomodation, I would say this a a pretty relevant subject.
Long story short - If they shut down every unlicenced property in Carvoeiro, they are effectively shutting down every retaurant, bar and buisness in this town. Whilst the local camera may not care much about the tax revenue generated by tourism (it goes to Lisbon), I am surprised at how totaly oblivious they are towards the effects on the local labour market.
Aside from the direct effects on the local economy/buisneses, there is also a substancial workforce employed to maintain the properties themselves.
Granted the houses still need to be maintained, but with the loss of revenue from rental income it is safe to assume, that most houseowners will want to drastically cut costs reducing the service to the houses to a basic level. This will still send hundreds of maids and gardners into temporary or permanent unemployment.
No matter how you look at it - it does not make sense! Take this discussion - the foreigners are raking their brains and trying to comply whilst it is the portuguese who should really be worried about this. Yet if you ask any local - if they are not involved in property management, they will probably not have a clue what you are on about.

I don't see how the owner of this site can be held responsible to verify that particular detail about an advert. Wouldnt that be a bit like demanding that we check every other detail of the advertised properties is correct??martin wrote:

Thanks Biffa for translation. I'm all for the authorities wanting to make sure places for tourist rental are safe, but the short sighted way they're going at it they're simply wrecking tourism and their own economy to boot! Surely there's got to be someone in the portuguese govmnt with an ounce of common sense - or is that just too much to expect!!
My property is regularly checked for safety and my plans are all in order.

Camas paralelas no Algarve- 147 processos de contra ordenação
A segunda fase da operação de fiscalização no Algarve às camas paralelas pela Autoridade de Segurança Alimentar e Económica (ASAE) prosseguiu nos dias 10, 11 e 12 de Abril.
A primeira fase foi efectuada nos dias 22 e 23 de Março com os resultados divulgados na INFO 20.2007 de 24 de Março (todas as Informações à Imprensa podem ser consultadas no site www.asae.pt).
Consideram-se camas paralelas os alojamentos que, constituindo segunda habitação ou residência permanente dos seus proprietários é locado a terceiros no seu todo ou em parte para estadias de carácter turístico sem que se encontrem licenciados para esse efeitos.
Nesta segunda fase foram efectuadas 64 inspecções por 5 brigadas da ASAE que instauraram 147 processos de contra ordenação e um processo-crime, este por especulação em serviços de viagens turísticas.
Foram fiscalizados particulares e intermediários como agências de viagens ou imobiliárias.
As principais infracções registadas prendem-se com a falta de Licença de Utilização Turística (122), actividade de agência de viagens ilegal, promoção de apartamentos turísticos não licenciados, actividade ilegal de mediação imobiliária e falta de livro de reclamações.
No total desta Operação Camas Paralelas já foram inspeccionados 108 alvos que levaram à instauração de 188 processos de contra ordenação e um processo-crime.
