So, is this a viable answer? And if so, is it a job for the local plumber or does the water supplier have to fit it?

Ok may have an answer to my problems, as Gambrius said re the way the water is charged, it looks like I have been charged a small amount each month, if there or not and then the meter is read in Aug and I then get a very big bill as it is all going onto the higher Tarrif.
The Water would not agree to it being paid monthly spread over 12 months as the Elec have done, they have assured my Solic that the Meter is not a problem (only 3 years old), my friend is still doing the readings every other week and the Solic is forwarding the readings, il so I am hoping that it will be sorted this year, since the Solic has sent the readings I have had one deduction from my Bank Acc for 3 Euros....I am over in 2 weeks so will stand and watch the meter again...Fingers crossed it all over, will keep you all posted.
One bit of advice I would not try and sort myself get someone who lives there to sort it for you, as I have got no where in 2 years and they have sorted , I hope in a few months.
