We have the same problem and have thought of this solution.
Park up at the Forum algarve have a coffee , do some shopping until you get a call that your visitor has clearedpassport control. collected their luggane and get themto wait in the drop off pick up area.
The alternative is wait on the Island.

probably have to wait and see what exactly the mean by not parking anywhere in the airport. Quite usual for us to pull up under one of those big canopys and pick up/drop off friends there.
Hiring a car for 4 days later this weekend, so will know shortly if the €17 applies to 4 days or is a maximum charge and not a standard charge.

I have just seen a report that the courts have ruled against ANA and said that the new hir car charge is unfair.

The new regulations that charge these operators between €10 and €17 per vehicle and between €20 and €24 for shuttles will “contribute to a better experience for tourists visiting Portugal”, as the conditions made available to operators will be improved, says ANA.
glad to see the proposed charge has been at least delayed but why no mention previously of the lower or minimum charge (€10).
If the ANA had introduced a charge of something like €1 per day, min €5 max €20 I suspect it would have been more acceptable . Congratulations to them in fighting this charge (and winning, at least for now )
Looks like the old Hoppa was going to be hit as well so that would have/will increase their charges as well.

Clear as mud , i have seen reports that suggest that those who use the office in P4 will not be affected only those that used the coffee shop inside the airport.
Which catergory do those who use vans come under,are they there officially or unofficially, who knows?????
